    Let me explain the major (down mentioned) difference in the proposals for the name in the nagotiations.

    Both sides, for two years can not agree were should word “ Republic” be placed in the state name:

    1. Macedonian proposal : “Upper Republic of Macedonia“ (namely word “Upper” before the word “ Republic“)

    2. Greek proposal : “Republic of Upper Macedonia” (i.e. “ Republic“ before word “ Upper”)

    And now Macedonian Gov. had decided to accept Greek proposal : “Republic of Upper Macedonia”.
    Nither Greece, nor Niemetz or domestic (and international) public knows that decision was made to compromise.

    For almost two years Greece in the negotiations with Macedonia insisted that the Republic of Upper Macedonia represent the compromise for the name issue. So far Macedonia strongly objected such solution. The reason for refusal of name Upper Macedonia was the possible interpretation that such state name would imply that people in Macedonia are: Upper-macedonians. Further, Macedonian Government in UN sponsored negotiations did not want to made any compromise involving national identity elements (language, name / identity of the people), external to the name of the state. Namely, UNSC resolution 817 (and UNGA res. 47/225) are strictly related to the name problem (not broader identity issues). Now situations is different, and Macedonian Government is ready to make a compromise for the name issue solely. In the period of two years Macedonia was willing to made a deal with the formulation Upper Republic of Macedonia (less involving identity context), and now Macedonia will accept Greek proposal Republic of Upper Macedonia.
    That compromise will have to satisfy Greek Govermnet, since that was their proposal, and the third element (the name of the people) would lose political relevance, since from the state name will become clear that people in Macedonia (Upper-macedonians) do not have any relation to Greek Macedonians or identity.

    In my opinion, with the possible German and EU influence, Greece should made compromise for the name issue, for which they strongly advocated for more than two years. On the other side, if Republic of Upper Macedonia (proposal made by Greece) was accepted and compromise made by goverment in Skopje, pressure on the Goverment in Macedonia from patriotic / nationalist elements and forces wolud dramaticaly escalate. For majority of macedonian people, such name (Upper Macedonia) would represent treason.
    (There is no time frame for compromise. But if you carefully read statements of President Ivanov (daily media), you can notice that he is calling for national unity.)
