Russia and Bulgaria have inked a protocol on the implementation of the South Stream project, bringing Russia one step closer to seeing South Stream carrying its gas to European customers.

State-owned Gazprom led by Deputy CEO Alexander Medvedev and Bulgarian Energy Holding EAD signed the document in Bulgaria, the Russian company said.

The document specifies where the future gas pipeline will be connected to Bulgaria’s gas transportation system.

The South Stream project is vital for Russia’s diversification strategy for gas supply routes to the EU, and to compete with the rival EU-backed Nabucco pipeline project.

The South Stream gas pipeline is intended to provide a direct connection between suppliers and consumers, thus avoiding transit risks and guaranteeing a continuous energy supply for Europe. Nabucco on the other hand, aims to bring Caspian gas supplies to Europe to reduce dependence on Russian gas imports taking a northern route from the Turkish-Bulgarian border to Austria.

There are several optional routes for the South Stream onshore section in the Black Sea. There is the northwestern route; towards Slovenia and Austria via Bulgaria, Serbia and Hungary, and the southwestern route; towards Greece and Italy.

For the offshore section, the route which passes through Russian, Turkish, and Bulgarian waters is being considered as the most likely option. The Russkaya compressor station on the Russian coast will be connected to Bulgaria, and only Russian natural gas will be exported.

Russia has already signed intergovernmental agreements with Bulgaria, Serbia, Hungary, Greece, Slovenia, Austria and Croatia for the purpose of implementing the onshore pipeline section in Europe. They have also signed a long-term pricing agreement for Russian natural gas. However, the final investment decision on the project will not be made until November 15, 2012.

The Bulgarian Minister of the Economy, Energy and Tourism Delyan Dobrev, said Bulgaria is expected to sign an investment agreement to finance its part of the project. Dobrev said that Bulgaria’s share would be significantly lower than the one billion leva (about €500 million) previously suggested, as the country would be hard-pressed to afford it.

The smoke from the exploded bus carrying Israeli tourists was still billowing and yet Israeli PM Netanyahu had already declared that «Iran is responsible for the terror attack in Bulgaria, we will have a strong response against Iranian terror.» Perhaps that statement was a little premature: as footage released by Bulgarian police indicates, the suspected suicide bomber is Caucasian, and was in possession of a Michigan driver’s license, supposedly a fake one, but why anyone in Bulgaria would be carrying a fake Michigan ID is just a little confusing.

A top Bulgarian official said it was a «mistake» to lay the responsibility of a terror attack on an Israeli tourist bus on any specific countries or organizations, on Thursday, as security camera footage revealed the person authorities suspected of perpetrating the suicide attack.

Earlier Thursday, Israeli and Bulgarian stated that the Wednesday attack on the bus in the coastal city of Burgas, killing seven and wounding dozens, was a suicide bombing.

The Bulgarian police said that footage from airport security cameras captured the suspect roaming the airport for at least one hour, the Bulgarian news agency Novinite reported. According to the report he was a long-haired Caucasian in sportswear.

The body suspected as belonging to the terrorist had a U.S. driver’s license issued in Michigan – apparently fake.

Following the attack on Wednesday, Prime Minister Benjamin Netanyahu said that Iran is responsible for the terror attack, saying that all the evidence in Israel’s possession points to Iran as the responsible party.

«In the past months we saw Iranian attempts to attack Israelis in Thailand, India, Kenya, and Cyprus,» Netanyahu said. «Exactly 18 years after the attack on a Jewish community center in Argentina, the Iranian terror continues to hurt innocent people.»

«This is an Iranian terror offensive that is spreading throughout the world,» he said, warning that Israel will issue a «strong response against Iranian terror.»

However, speaking on Thursday, Bulgarian Foreign Minister Nikolay Mladenov said that he thought «it is wrong and a mistake to point fingers at this stage of the investigation at any country or organization.»

«We are only in the beginning of the investigation and it is wrong to jump to conclusions,» he added, saying that Bulgaria had «excellent cooperation with the Israeli security forces in matters pertaining to the investigation.»

Bus With 40 Israeli Tourists Blown Up At Bulgarian Airport | ZeroHedge

Update: According to BurgasInfo.com not one but two buses were blown up. Unclear if the second one was also carrying Israeli tourists.

According to Bulgarian press Sega.bg, and confirmed by other wire sources, a bus with 40 Israeli tourists was «blown up» at 5:30 pm local time at the local airport of the seaside town of Bourgas. Sega says that according to BTV «it is an assassination attempt.» The bomb was located in the trunk of a white bus with Israel tourists from Israel who were en route to the seaside town of Sunny Beach according to an airport source. The mayor of the city, Dimitar Nikolov confirmed the news according to Sega. Furthermore, according to the airport’s website, an Air Via flight from Tel Aviv landed at 4:50 pm local time. The shock wave was so large it also exploded two neighboringing buses located in the arrival area of the airport. The number of casualties is currently unknown, but at least three people are dead according to the local police, with dozens wounded. Sega adds «the flames are huge with three firetrucks on the scene and seven ambulances driving out charred people.»

Airport shuttle bus with Israeli tourists explodes in Bulgaria — RT

At least three Israeli citizens have died and 20 have been injured after their airport shuttle bus exploded in the Bulgarian city of Burgas.

An eyewitness said that one of the buses carrying the Israelis across terminals in the airport blew up. Two other buses subsequently caught on fire.

The Foreign Ministry confirmed several casualties, but it is still unclear if the incident was a terror attack.
